Nonprofit mail

Authorized nonprofit organizations can send USPS Marketing Mail at lower nonprofit prices. The savings are large: a saturation letter is $0.160 against $0.255 at the regular commercial price. But it takes USPS authorization first, and not all content qualifies.

Who can qualify

Organizations that are nonprofit and organized primarily for one of these purposes:

  • Religious
  • Educational
  • Scientific
  • Philanthropic (charitable)
  • Agricultural
  • Labor
  • Veterans
  • Fraternal

Qualified political committees and state or local voting registration officials can also qualify.

Getting authorized

File PS Form 3624, Application to Mail at Nonprofit USPS Marketing Mail Prices, before you mail. USPS has to give specific authorization. Until then you pay regular prices.

The rules after approval

  • Your own mail only. An authorized organization can't lend its authorization to anyone else, including a vendor mailing someone else's material.
  • Content matters. Advertising for travel, products or services, and third-party ads, must be substantially related to the organization's purpose. Read DMM 703 before planning a sponsored mailing.
  • Regular Marketing Mail rules still apply: 200 pieces or 50 pounds minimum, identical contents and no delivery guarantee.
  • No EDDM Retail. Nonprofit prices aren't available through EDDM Retail.

How do I get nonprofit postage rates?

File PS Form 3624 and receive USPS authorization before mailing at nonprofit prices.

Does 501(c)(3) status qualify automatically?

No. USPS applies its own standards and requires authorization. A federal tax exemption certificate is one way to show you're nonprofit, but USPS says an exemption isn't required to qualify.

Can a nonprofit use EDDM at nonprofit prices?

Not through EDDM Retail.
